Even assuming that this could be done once or twice for some stupid novelty effect stunt, there is no way in hell that this can become a viable business practice.
Assuming a five million member metropolis all see the space based billboard then that values each ad-impression at $13 per individual stretched for the time it is in orbit, that is lower than minimum wage for one hour.
The paper looks very professional. Well structured, good English, nice math type setting, nice color figures... I can't help but be impressed, despite the intended goal of spamming the night sky with advertising. It might be good material to include in a class on orbital mechanics.
