I have one manager who reports to me got drunk in office party, he started hanging out with a girl who reports to him and he was following her everywhere and even called her name entire party that where is she, even holding her hand . I don’t know as manager what should I do , I asked the girl and she doesn’t remember anything

It is not unforgivable to get too drunk at a party and act like an ass but it is still something that calls into question your standing with the group. It doesn't sound like anything terrible happened, so I don't think you need to fire or impose harsh sanctions on the person but there should be a conversation with the person that they should be more careful about drinking in the future.

Sounds like you're drunk too tbh. Sleep it off and then circulate a memo mentioning that getting drunk at an office party is a bad idea.

You might want to check your pronouns as there seems to be at least one gender swap going on. I can't actually follow who is who in your story or ultimately if there is a problem or a question here.
