This is incredible leg up for any startup trying to prove product market fit.

Any correlation with Google Cloud Next? Will Google too reopen it for everyone?

You still have to provide Organization ID for Portfolio tier :(

Wish Google would have something similar. AWS has been a huge help but there are a few services Google just kills it at.
