I mean how many engineers/execs is that actually? You’re telling me that the whole Chinese semiconductor industry is propped up by US-citizens?
If it's true it's a real failure of mentorship. They should have trained native talent by now.

But I am reminded of a "Chinese" chip company whose R&D was mostly done in Austin by ex-IBMers.

First rule of contacting is never teach anyone anything. I see our contractors follow it religiously. Rule number 2 is to work lots of OT to extract maximum profit.

Idk seems more the rule then some weird outlier. There is a general expectation for contractors to grind out tasks or be let go, no reward for teaching
They are contractors after all and not expected to be team lead.
It reads like satire. As if to say "there aren't really that many anyway, so this isn't a big deal"
I would rather read stats (even approximations) of how many Americans it actually affects there and how much manufacturing. It seems pretty underwhelming so far outside of some very hyped up titles I've seen from Twittericles
