I've tried pushing back on these things, I'm with you in spirit. Almost always the explanation I get: The lawyers say we have to do it. So lawyers do UI/UX design now. In America at least saying "lawyers say so" has the same weight as the tablets Moses carried down the mountain. Fear of running afoul of regulations or getting sued for not showing some dumb "We use cookies" popup trumps common sense.

As for the damned popups announcing "We have dark mode! Try it out!" or "We redesigned [part of web site you never looked at], take a tour now," I agree, just stop.

Just yesterday my wife was forced to create an account with a company we've never heard of to "e-sign" an insurance document. Every time I get forced to do that I want to put my head through the screen.
