Only if we continue to depend on China for things. The diplomatic posture to China in a number of western countries has shifted to outrightly adversarial, so maybe if that's the way things are going, broad economic policy needs to follow? The risk doesn't begin and end with silicon chips. Why continue to allow companies to pump serious money into a country we're on a negative path with?

Seems like the west needs to pick a lane. Plenty of other amicable and capable countries out there who would welcome investment, anyway, it's never too soon to start.
