I'm really impressed how Microsoft improved Github in the past few years. Github was basically at a feature standstill, and had terrible availability after all of its internal scandals. That ended when Microsoft bought it and turned it into a powerhouse, and integrated everything together.

No. It's a massive corp. MS is not a singular entity. GitHub does not describe MS the same as Minecraft doesn't describe Azure. Sometimes they get it right because of the particular leadership at that company.
Are there 90M programmers?
At least at my company, it’s normal to have technical writers, project managers, etc. have GitHub accounts as well. I could easily see them getting to 90M active users, regardless of how many programmers there are.
On my team, 30% of the Github users are not programmers. Product managers, testers, designers all use Github project management and create issues for developers.
I had a Github account for years even when the only programming I could do was write “hello world” in Javascript

No. Usual estimate is ~20M. High end is usually ~23M. It doesn't grow that fast.
I moved to Gitlab after someone reported a part of my code as transphobic (containing a deep link to the Troon Android App) and a repo of mine was deleted. They have become too silly with the PC stuff.
