I couldn't find a good article talking about the topic that was from a vaguely neutral site, so I've simply linked directly to the user agreement. Search for "$2,500" and you'll find the paragraph which is almost exactly (or perhaps exactly) the same as the original language that they said was added "by mistake" a few weeks ago.
The fact they said it was "mistakenly added" to a policy document that had to go through multiple layers of management and lawyers before becoming public makes it hard to believe it was ever an accident. I'm more curious who is lobbying for such a condition in the first place.
This is primarily a way for PayPal to take money from people, but it is also a way to bully people that PayPal is mistreating into silence: not worth getting dinged $2,500 every time you post a tweet critical of PayPal for stealing from you
Or a way to avoid platforms that are only viable by producing misinformation.

Can you elaborate? I don't feel like gesturing broadly at a concept is really making whatever point you intend to make.
