They only fine hackers that break in and steal data?

Oh, wait, they're increasing the fines on the victims of break ins. Nice, and do they also fine the victims of burglaries? After all, by the reasoning being applied here, the burglary victims should have better protected their homes and/or businesses.

Your analogy is a bit off. Companies have responsibilities to keep customer data safe - Medibank wouldn't be fined if so someone broke into their offices and stole all the toilet paper.
