In fairness, it's not like this problem is new. It long predates Musk but he is now being blamed for it as if it's a new thing.
He spent a lot of money to fix Twitter..he should have probably had a game plan going in.

At least the bots help steer the conversation and provide useful PR services for the advertisers.

He is responsible for his own tweets. The story he tweeted and later deleted was tissue thin - an opinion piece saying 'I don't believe the official story, here's an alternative explanation I heard from a source' followed by a long (multi paragraph) verbatim quote of sordid claims with no attempt at corroboration. It read to me like the 'source' was someone on 4chan.
The new thing is that the owner of Twitter is pushing misinformation. He bought it so it's his problem now. It's correct that he's blamed for it.
I hate it when disinformation spreads. Glad we have papers like the Washington Post looking out for us, like the Hunter Biden laptop story.
