What can "the next congress" do about it? China would never admit to it (if they actually did it), geneticists can't prove it one way or another or they would have by now; congress can do nothing except spend more time on these fruitless investigations and actual time governing, passing laws, compromising instead of keeping these dog and pony shows for the polarized constituents. The only way we find out for sure is the CIA or similar spy guys are able to find out through espionage.
