How can you say that Binance is one of the "good" actors?
Just like with all the previous cases, you really lack the info needed to make a meaningful determination. But based strictly on human nature, I'd say anything other than self serving is most likely just wishful thinking.

Binance is essentially saying they'll be a lender of last resort (i.e. the fed)
