One solution is to subsidize all healthcare education costs, and stop turning away some of our nations brightest because of an artificially low number of training spots (that is not allowed to adjust to demand).
This will relieve the debt burden on healthcare professionals so that they would be more comfortable earning less (they earn multiples of similarly trained folks globally to help with their extreme debt levels).
