Well, kinda. It guesses based on the number of days you were offline and considers you dead when it's been 30 days.
But the main point of the app is that it serves as after-death notes / "online will". You write a note, you share the link to it / specify an email it will be sent to and if you don't visit the app or don't appear online in Telegram for 30 days, the app considers you dead and shares that note to an email you specified or just makes it accessible by link (in the comments).
It might be used to leave passwords to your social networks/messengers to a person you trust.
Or for any compromising information to have some kind of insurance.
