The act of publishing a poll on a very controversial subject may have been intentional. He alluded that the poll was attacked by bots, for which they likely collected large amounts of data.
It's very possible he already made his mind up before the poll was posted, and it was a behavioural data harvesting exercise.
Did Twitter-the-conpany have enough people left to collect this info, process it to find bots and bad actors, and then act on the results? Seems unlikely.
