France directs schools to stop using Microsoft Office and Google Workspace (simpleanalytics.com)

One thing for sure is that Microsoft isn't going to let this happen without fighting. The French government should study the Munich (Germany) example so that they'll be prepared.

Title is misleading, it's just Office 365, not Desktop Office (I do wish they would switch to LibreOffice though..)
