They should, at least, be building out solar PV arrays on the lake to make up the 40% (and increasing) shortfall in power generation capacity. Wind turbines, too.

The more solar they float, the less water they will lose to evaporation. Build out enough solar, and they can start desalinating Gulf of California water and pumping it upstream. It will be expensive, but not catastrophically so, thus a bargain.
