Walter, the two major factors contributing to the risk of civil war (probably looking like insurgency these days rather than what we went through in the 1860s) in a nation are the degree of anocracy and the degree to which the politics of the people are linked to identity.
In the United States, I'm curious to what degree the distribution of wealth contributes to insurgency risk. If I was a billionaire, for example, I might want more instability because I could make more money.
What are some ways to strengthen our representative government towards longer-term stability?
