Ask HN: How I create an R&D in China?

I'd like to get some help in setting up an R&D in China, the idea is that I only offshore low complexity django app development over there while keeping my devops and business consultants over here.

I do not want to use an agency, rather someone who can set up the structure; and I'd also like to find out how to reach out to Chinese developers or even better a guide by someone who has already done the whole offshoring process.
