With the allure of industry positions, it is extremely difficult for schools to recruit good CS teachers. Even top universities struggle to hire teaching-track faculty.

Pay needs to be part of it. Even retired people looking for a casual gig are going to balk at the $16 an hour a lot of the schools around me offer their instructors.

You don't need teachers nor exams. You need 10 problem sets, and 15 hours of a graduate student's time to get you past hurdles.
