Do a Google search for "twitter subsidiaries". They have a heap of overseas subsidiaries to do business abroad, which unsurprisingly, have to work within local law.
In case people are wondering how Twitter would know something is offensive before it's reported:

What you mean is "why doesn't Germany arrest people before someone reports a crime" not before it's committed.
So what you're saying doesn't make sense because Germany investigates crimes, arrests people for them, etc even if someone doesn't report it
