Security operations and incident response teams are usually running a skeleton crew during holidays so non-automated responses are slower allowing for more enumeration time. Blackhats are aware of this.
The mitigation is to offer holiday-double-pay for those willing to work holidays and consider also bringing them some holiday food and credit them a few extra days off.
