Sounds like a non-story. A car had a problem? I thought that happened all the time.
Now if this was happening to lots of cars of the same model, that might mean something. Otherwise, I'd be on Fox News every time I had to take my car to the mechanic.
From what I can tell, the car wasn't broken, it was operating as expected. It couldn't get the battery warm enough so it didn't charge. If you had replaced that specific Tesla with another one (modulo variations in battery heating technologically) it likely would have behaved the same.
