Why Japan is offering 1M yen per child to move out of Tokyo (moneycontrol.com)

Offering 7,500 USD to uproot a family and move outside the city into the suburbs/countryside strikes me as a pretty small amount. Unless that family's not working, but then why look to move them? What am I missing?
