The normal annual increase, according to Meta's own plan, was on the order of 20,000,000 additional shares. The board of directors authorized the issuance of 425,000,000 additional shares for RSUs and stock grants on top of the 20,000,000 normal annual increase. It seems like this is because the Meta's falling share price means that employees have to be given many more shares in order to hit the same compensation value.
