I wonder if Putin convinced Lukashenko this was a good idea somehow (Lukashenko is a complete dummy), while at the same time knowing full well this is another step for Bielorussia away from the west and towards Russia.
You can't understate this. Lukashenko averted the 90s collapse that most of his neighbors suffered greatly from, rooted out the mafia, and balanced power well enough that every attempt to reintegrate Belarus into Russia has failed.
He's by no means a great man, but he has done his job quite well, when you consider just how badly other countries suffered.
Does Belarus really significantly trade with anyone but Russia? They're already so heavily sanctioned I kinda wonder if they care.
Also, this is just a formalization of what is already an unwritten rule in Belarus and Russia.
Not just copyright, hacker groups have free reign as long as they don't operate in countries within the Russosphere. Many ransomware and malware products check for the existence of Cyrillic keyboards just for this reason:

2. "royalties should be paid to the patent[?] organization where it would be stored until reclaimed by the owner of the rights (but no more than 3 years)"
It is very strange form of piracy where you still need to pay for the "pirated product" and the owner can receive these funds.
