Cylinders are worn into oval shape. Cast iron cylinder liners are too thin for normal machining, needs custom sleeves - cheap and somewhat standard procedure in Central Europe (and everywhere else in motor sport). You often see this done to BMW Alusil/Nikasil and Porsche Lokasil engines. Kind of insane that in US its cheaper to swap half the engine bought from dealer (>$2K).
Toyota is really bad at recalls for design defects in US and regularly scams people. For example Tacoma frame rust recall was handled by Toyota paying third party contractor to cover rusted frames in gunk covering the damage until warranty runs out.
