Lots to unpack here, but I distinctly remember the time when "easily changeable license plates" was a minor James Bond joke subplot, and not something generally available in several jurisdictions.
I tried, but failed, to find the exact legal constraints for all this, but it wouldn't surprise me at all if the question "what could go wrong" has not received sufficient consideration...
