And, to judge by the recent news about high lead, cadmium, etc. levels in many major brands of chocolate - get serious about testing & enforcement. Writing nice regulations on pieces of paper does not actually change much anything.
Maybe not enough foods that meet that requirement is available to feed all of the us?
