Ask HN: Would this idea for bringing peace on Earth via Martian colonies work?

The idea is that the West would make deals with countries like Russia that in return for changing their ways, they would be among the first to land and live on Mars.

And they would be able to work with NASA and SpaceX to make this happen.

Would this idea work to bring about peace on Earth?

The lack of historical analogues should be a clue that it won't.
I don’t understand why Russia would go for this. What would they get out of Mars?
Russians would be among the first to land and live on Mars. Russia would care about that.
Would they care about that more than they care about gaining control over Ukraine? If so, why?
I think a better idea would be to exile people to Mars, let them build their own spaceships to fly back to Earth in a giant armada, and then let Earth's defenses slaughter them with radar-directed missiles. The last few Martian stragglers who manage to land would be met by well-armed grandmothers. Hardly any Martians would survive. The shame of this event would cause an outbreak of peace on Earth under a new religion.
Exiling people to Mars would likely end up creating Australia.

Huge place. Hostile climate. Expensive land prices. Really good technology but no venture capital. Slow and expensive internet. Generally down to earth attitude where most people are accepted.

I think Putin's aim is to restore the USSR's land. I doubt he would trade that for Mars
