Old, popular video in Congress (?) hearing on the value vs. utility of science?

I'm trying to remember the popular video, but I can't find it with the search terms I have in mind. It was a old recording of a man making the point that basic science (and/or academic inquiry) has intrinsic value, which is why we should fund it.
