But it won't. Because you can't have a revolution in education that's only available to people who spend $600+ on a piece of electronics. And Apple won't open the standard to competitors to build cheaper devices.
If it is indeed "Garageband for ebooks" I don't think it'll revolutionize the industry.
However, it could start a movement for user-created/edited shared/sold content. If I could create an ebook easily and share it, it may create a cottage industry that then grows.
Regardless, it's a great intention (like Google's App Inventor) - we'll see if it comes to fruition.
