So, before the Internet, before even UUCP/Usenet, there were BBSes - Bulletin Board Systems.
Most of these were proprietary, some used the open Fidonet standards, but all of them were the best available in your local dialing area (a concept pretty much unknown these days: see https://en.wikipedia.org/wiki/Local_call for an introductory course).
