Under these new filters, residents will be able to drive freely around their own neighbourhoods but will be fined up to £70 for driving into other neighbourhoods through the filters. Controversy? I suspect most outside of this community will perceive this as straight up dystopian government sanctioned thuggery shake-downs. Should such fines make their way to the US I would expect to see ear-to-ear grins on the faces of all-the-lawyers if governments are lucky.
Instead of these shenanigans implement the end-goals into the designs of new cities and neighborhoods so that the end goal is the least path of resistance that people just naturally choose the desired result. In other words, favoring engineering before rule of law. In existing cities think-tank ideas for positive incentives so that people decide for themselves to choose the optimal or desired path.
