You don't need papers anymore, just a number to allow the authorities to pull your "car file" which will contain enough information to identify the car which will be linked to your own file.
Those files will contain enough information to identify the car and yourself.
I've often joked as there are new "safety" systems like GPS tracking/speed sign recognition they could easily track where you've been, and if you have been speeding, automatically deduct money from your bank account and add points to your license. If the system isn't sure it'll be sent to a human to review (in keeping with "automated decisions" GDPR regulation).
The automatic system would only be used whereby the confidence is high (near 100% chance you were speeding).
Similar to the "ETIAS" system which will automatically decide if you're worthy of entering the EU thanks to our blessed computers.
With the plate number officers can pull the car file which is connected to the files of the registered drivers which they can pull too, using their "terminals".
Those files have enough pertinent information to identify the car and the registered drivers.
Those tools in the hands of any "too much" authoritative regimes are freaking scary.
