Much depends on what a "Russian Android phone" means. If it means using alternative apps stores, an alternative search engine, etc., and hardware built in China, there are plenty of examples to follow and plenty of device integration shops in China that can localize and integrate a Russian-centric phone OS around the Android Open Source Project (AOSP). I expect that phones like this are already sold into the Russian market. Making sure the chips used are sufficiently 3rd tier to fly under sanctions radar will result in a working, but terrible phone.
If it means Russian companies making the software and hardware, good luck with that.
