Engineers have a degree in engineering, are part of a professional engineering society, and are licensed and bonded. Most jurisdictions agree, with the notable exception of California which made it legal for anybody to call themselves engineers so they can pridefully puff themselves up and take up airs for their own vanity.
If a single action by one person can bring down a system, it is wrong to say "a single person brought down the system". People are fallible. Systems should be designed such that a single person's actions do not bring them down. This is a poorly-designed system.
