The poster is the author and wrote both titles, he also expresses that conclusion later in the post.
That rule is a bad rule IMHO as I often end up violating the rule of posting to the original source because frequently scientific papers don’t have a title meaningful to the layman but instead post a link to some trade publication that summarizes the article and has a headline that might make the article get a few views.
