Is it about using TikTok, or about doing business with them (e.g. buying advertising or hosting servers)?

FWIW, I've been against this bill from the beginning, for this exact reason that it appears like Patriot Act 2.0. Just replace "TikTok" with "Twitter" or "BitCoin hard wallet" and you see the problem with the precedent of congress declaring specific software a national security threat.

I am not a lawyer but from what I understand any individual who tries to circumvent a restricted app is subject to these penalties.

Also from my understanding this is a generic bill which would enable the government to ban any service they deem dangerous.

Both of your points are not true. It's only going after organizations.
