Does AWS really not offer emulators for the important stacks themselves for local development?
Definitely not, and one can easily see how they are not financially incentivized to do so. It's a separate question whether they'd be technically incentivized, either, since presumably the user would want the most accurate emulation of those APIs possible which would make it "aws in a docker container" minus the capital costs of CPU, RAM, disks, cooling, etc

All of that is setting aside the incomprehensible amount of work it'd be to ship the products for all this (https://docs.aws.amazon.com/) and ship an emulator for it

Personally, I think they could at least support some emulators similar to what Google Cloud does. Like the messaging/pubsub related products
