Would you pay for a tool that decreased your cloud infra cost by 5%. Could be looking at millions in savings at the enterprise level?

5% is not that much, I regularly save clients 30%+ with a few basic techniques

garbage collection and workload resource tuning, typically no application changes at this point

To get even better results, you can get into the application, build process, and developer experience / tooling. Saving developer time usually has the most impactful ROI, mostly beyond the accounting side of things

This of course all depends on the company and their business
