as a parent I can tell you a better choice is very loud youtube videos with people playing video games and screaming. Every time I walk past my kid blasting that noise I think about https://www.themoviedb.org/movie/97630-zero-dark-thirty and how much worse that noise is than the music they played to keep the prisoner awake.
Seems like this is targeting the wrong group. Average day to day folks with options would be more likely to cave to hiring an Uber or even buying/using a car. For a homeless individual without those options, getting accustomed to loud music is not likely harder than getting accustomed to sleeping in the rain/etc.

There's a massive difference between changing your own word usage to use a term that you think is a better description, and attempting to police other people's word usage.
