I thoroughly disagree, and think its perfectly acceptable for international press to refer to decisions made by government agencies as just the country itself. Not every government has a 1:1 comparison with the US FTC, and just because it's named similarly doesn't mean the Korean FTC operates with the same set of rules or remit.
As a foreigner, you should understand implicitly that governments aren't monolithic entities, but also don't usually need the details on which branch of a foreign government handles what.
