tl;dr: In a first step, private citizens over the age of 18 will be able to a) keep and consume up to 25 grams of Cannabis on their person and keep up to three flowering plants and b) join a non-profit "Cannabis Club" that will be able produce up to 50 grams of Cannabis per month for their members. These clubs will have a maximum membership of 500 people.
In a second step, there will be a number of model towns/regions which will allow for-profit enterprises to be established (both production and distribution). These will be experiments and will be accompanied by scientific studies.
