Given people can harass individuals repeatedly, why allow them in cities?
Where I am, we're getting into nesting season and they can get very protective. Give it a few months and they'll lighten up.

I don't think there's a public health concern to do with crows beyond being territorial when they're nesting so I doubt people would want to spend public money/effort on policing the birds.
