It would be easier for everyone involved if Apple would just maintain some sort of status quo by leaving some easily discoverable jailbreaks. This way they can pretend to have a "no sideloading" policy and the jailbreaking community gets to have fun in the process. Nobody gets hurt (hopefully) and the 10 people who actually want to can sideload to thier hearts content.
At the moment they seem to be inviting regulation in what will no doubt be a drawn out bureaucratic process that will satisfy no one and cause pain to everyone.
To late for that. If they did that 10 years ago I don't think politicians would be talking about side loading. Apple is trying to get ahead of policy that would force their hand.
Besides the obvious but hopeful flaw with ignoring the risks, your assessment of the number of people benefiting from sideloading is also a few orders of magtitude off
