Curious as someone who is about to start their own affiliate programme (using custom built code).

I use Rewardful for managing affiliates (i.e. not custom), and I use PayPal for affiliate payouts. I typically wait 30 days between sale and payout. I've never had an issue.

We use FirstPromoter, they're probably the only non-network affiliate tool that handle payouts through Paypal API without asking to bulk upload a CSV file.
