Before the political left/right bs starts, please cite the years when Canada (or any nato country other than the us) met their 2% target without accounting tricks. I suspect very few governments on the left or right would prosper buying military hardware rather than engaging in preferred social engineering.
I suspect that too, which if true, is sad. Call me old fashioned but I believe if you enter an agreement, you should agree to be obligated to meet it.
