As far as I can tell these are only BSL-3 and below agents. Not great, but not select agents either. Use a well fitting P100 full face respirator or any NATO gas mask, as well as pretty much any type of water proof gloves and you should be fine.
The National Public Health Laboratory in Khartoum has polio, cholera, and measles pathogens. Looks like a wall or window air conditioning unit, so it can't be BSL-4 and probably isn't even BSL-3 ... I hope.
