That decision was to release WWW to public domain.
But I wonder how much this really altered the course of the connected world? It seemed that at some point both networks and personal computers were powerful enough that something had to appear. So if WWW would not take off, could (enhanced) Gopher take its place? Or some sort of enhanced telnet or a Minitel clone?
